Just Mike says:

Gross Negligence

Appointed planning commission doesn't even prepare these numbers, much less have any inkling of how to fund or what or why they are looking at it. No one seems to know the past and present funding of non-profits which are bizarrely included here, much less what was requested. Absolutely outside of land use issues (again). Then you have some town officials serving on the boards of these same non-profits. Has anyone ever seen a Five Year Plan? Where is this found on the town's cool new website? You are exactly on target with the problem this entire issue presents. But it's all good with council and manager thinks semantics provide legal definition. This is worse than the "long term confusion" over FOIA compliance. What is the recourse for citizens when town council and manager blatantly disregard state code and their own charter? No one wants to cross the mayor or manager? What ever happened to civic pride, professionalism, integrity and ethics? Left at the town boundaries?

Carol Lindstrom replies:

Power is in the privacy of the voting booth.
