I have been working on a modification to the copy of the Christiansburg Town Charter (my copy even includes the 2010 Amended 2.01 concerning voting in November). This modification will provide bookmarks for every section and subsection of the Town Charter. Why? Because there are quite a few people who are reviewing this particular document who have asked for the various sections to be easier to find.

While I was doing this, I found something kind of interesting:

§ 2.22. Qualifications and Conduct of Members.--The town council may compel the attendance of absent members, and fine them for disorderly behavior, and with the concurrence of five members, expel a member for malfeasance or misfeasance while in office. (1 954, c. 240)

What this means to me is that members of Town Council have a right and a responsibility to 'police their own'. I have found nothing in the Town Council Minutes since July 2001 to indicate that this process has ever been utilize, but it is available. Why heck, if applied it could generate funds for the town, sort of a 'user's fee':)
